The Delta State House of Assembly (DTHA) has announced plans to conduct a public hearing on a proposed bill seeking to establish the Delta State Gaming Board. The move is aimed at strengthening the regulation, control, and administration of gaming activities across the state.
The hearing is scheduled for Tuesday, February 24, 2026, at 12:00 PM at the Press Centre, Assembly Complex. Stakeholders and members of the public are expected to present their views on the proposed legislation, which is anticipated to significantly reshape gaming regulation and revenue generation in Delta State.
In a press statement signed by the Chairman of the House Committee on Trade and Investments, Hon. Egbetamah Ovie Collins, the bill proposes to repeal several existing laws, including the Delta State Lotteries Board Law of 1976, Delta State Lotteries Law of 1990, Delta State Pools Betting (Control and Taxation) Law of 1996, and the Delta State Betting Duty Law of 1954. The new legislation aims to create a unified and modern legal framework to govern gaming operations in the state.
The statement further disclosed that the bill was referred to the House Committee on Trade and Investments during plenary on September 30, 2025, for detailed legislative review. According to Collins, the objective of the bill is to streamline gaming regulations, enhance oversight, boost internally generated revenue, and protect all stakeholders involved in the sector.
The committee will receive both written and oral submissions from relevant government ministries and agencies, including the Ministries of Trade and Investments, Finance, Economic Planning, and Justice, as well as the Delta State Investment Development Agency (DIDA), the Board of Internal Revenue, the Sports Commission, the Signage and Advertisement Agency, the Nigerian Bar Association, and other key players in the gaming industry.
Collins called on stakeholders and the general public to actively participate in the legislative process by submitting memoranda that will contribute to the development of a robust and inclusive gaming framework.
All memoranda must be submitted in twenty copies, sealed and addressed to the Chairman, House Committee on Trade and Investments, clearly marked “Delta State Gaming Board Bill, 2025 (HB. 35).” Submissions should reach the Committee Clerk, Mr. Oge Ogana, on or before Monday, February 23, 2026.
He emphasized that the public hearing offers an opportunity for broad consultation to ensure that the final law reflects the interests of government, gaming operators, and the general public.
