Authorities in Borno State have disclosed that individuals undergoing the state’s rehabilitation and reintegration initiative for repentant insurgents are required to take a final oath using the Qur’an before completing the programme.
Officials explained that under the “Borno Model,” participants pass through several stages of deradicalisation, counselling, and vocational training after surrendering or being handed over to authorities. The final step, they said, involves a solemn oath sworn with the Qur’an.
According to a government representative, the religious oath is considered a serious commitment, as participants are made to understand the spiritual and moral implications of swearing by the holy book.
The rehabilitation effort is part of broader measures by the Borno State government to promote peace, reintegration, and stability in communities affected by insurgency, while supporting former fighters in transitioning back into civilian life.
